University Planning and Budgeting Committee - Minutes of April 26, 2023 Meeting

The meeting convened at 3:31 p.m. via Zoom

UPBC members present: Kathy Blee, David Brown, Jeanine Buchanich , Ann Cudd, Tony Delitto, Betsy Farmer, Bob Gregerson, Christie Jackson, Robin Kear, Varbi Mridha, Amy Miller, Luca Rigotti, Lindsay Rodzwicz, Hari Sastry, John Stoner, Juan Taboas, Julie Vandenbossche, Yvonne Way, David Wehrle

Also present: Val Doyle, Richard Henderson, Denise McCloskey, Cyndee Pelt, Lucy Russell, Paul Supowitz, Kathy Tosh, Thurman Wingrove, and Steve Wisniewski.

Approval of February 9, 2023 Meeting Minutes

The minutes of the February 9.2023 meeting were sent to Committee members in advance of the meeting. John Stoner made a motion to approve and Kathy Blee seconded. There were no additions or corrections; the minutes, as circulated, were approved with no abstentions.

State Update

House and Senate in this week. Do complete the budget by June 30. Revenue projections to date ahead $494M. $2.1B ahead of projections. Negotiations in earnest in late May/early June.

Parameters Review and Recommendation

Recommend a balanced budget using the three levers:

  • Salary Pool for increases
  • Tuition Rates
  • Budget Cuts

Assuming flat funding from the Commonwealth

Initial Proposal:

  • 3.5% Salary Pool
  • Tuition: 4% in-state, 7% out-of-state, 0% regionals
  • 2 yes, didn’t ask against

Alternative:

  • 3.75% Salary Pool
  • Tuition: 4.25% in-state, 7.25% out-of-state, 0% regionals
  • 3 yes, 7 No

Final Alternative and Recommendation:

  • 4% Salary Pool
  • Tuition: 4.5% in-state, 7.5% out-of-state, 0% regionals
  • 8 Yes, 6 No

The Parameters subcommittee also recommends that the university approach salary increases from a progressive framework, where lower-paid employees are allocated a larger percentage increase. Vote on this was 11 yes, none against, one abstention.
